Varios6 stopping at highest setting

Varios6 just shuts down when increasing the power to 4 or 5. I thought it was due to back pressure so removed it from the tank and tried it in a bucket of water and it does the same thing. All blue lights on the controller start blinking. Does the impeller need to be replaced.

I tried swapping the power supply, it still does the same. The impeller looks fine, I will take a closer look at it again. The only other thing is that I bought it used and it came with Varios8 controller, I'm not sure if there is any difference between Varios6 and 8 controller. Maybe at higher level the controller draws more power?
