Web Site constant disruption

Mine is doing it literally trying to view this thread, the whole console looks weird, then keeps coming up with errors, has been doing this for the last week or so.
I have to keep refreshing till it fixes itself, but this morning its just not doing it at all.

I thought it finally stopped for me but it just now started up again
( I took a screenshot but its giving the oops screen everytime I attempt to add it)
