What is making these webs?

There is a white worm that is my primary culprit, since he lives at the base of where these start. Ive never heard of a reef worm spinning a web though. I clean them out during my weekly water change and the come back within the week. Never seem any signs of vermitid tubes.

White worms r vermetid snails. I hv too. Here is a pic

I directed flow towards it and it is gone now
