It is hard to tell for sure, but I think I can see some little circular openings in some of the pics, so I'm thinking you may have a colonial tunicate mass there.Any additional thoughts?

Tunicates aren't bad unless they start to spread aggressively, and then they should be relatively easy to remove/contain - so, yeah, if they're tunicates, they should be harmless (just keep an eye out for any invasive spreading).That.... doesn't seem like a bad thing then, does it?
