Are this dinos? This is the best that I could do, the microscope that I have its really toy grade.
I been haven this brownish slime on my rocks only, my aquarium is about 10 months old I started with dead rock. I just got a salifert nitrate test kit and it reads .02 and my phosphate .01 with hanna ulr test kit.

The second photo looks like they may be. Do you have a picture of the tank? Your nitrate is .02? or 2ppm? Your nutrients are low which Dinos love, they can survive and thrive in low nutrient tanks while other algea and bacteria can not. Without competition the Dinos will take over. Any changes you make do slowly, they also love drastic changes.

My nitrate is .02 and phosphate .01 . I'm about to start neophos to bring up my phosphate and I also order some neonitro both from brightwell, do you have any tips on dosing this?

I do not have any experience using those products. However watch out with po4, you want po3 to be higher than po4. High po4 and low po3 leads to issues, especially if you have dinos. If you search the forum for the dino thread you will see some have had good success increasing nutrients to out compete the dinos vs algae. .02 po3 is low. For systems under 2 years .5-2 ppm of po3 is a good target, .01-.05 is a good target for p04.

FYI i have been down this road before, i was one of the crazy ones who dosed Metro, H202, bleach and even chlorine tabs to my system when fighting dinos.
