Okay going to FW dip, than if improvement go get an airstone tomorrow and go for the formalin?
Yes. Now remember, FW dips are essentially safe, but if a fish is too far gone, they can prove fatal. They are safer than formalin though.

back in from the fresh water dip still alive looks so much worse than she did at the start of today though

Yeah she didn’t make it through the night unfortunately, other fish still look completely fine should i be worried

Yes - you need to keep a close eye on all other fish for similar symptoms, for the next month or so.

are those bland splotches on the wrasse something to be concerned about I sent much earlier?

those splotches are only visible under the blue LED bars, and none on both clowns since i got him

Can't really say, sorry. It could be a diffuse bacterial infection, extra mucus on the skin due to some injury or irritation, or even Brooklynella (unlikely to be that since the clownfish are not affected).
