Does diatom bloom mean cycle over

About a 2 week ago i started my new tank (38 gallon) i used 17 pounds of cured rock from my lfs display tank and another 15 pounds of dry rock. During that whole week i only had a slight ammonia spike but both nitrates and nitrites where zero so i thought that my tank just didn't start to cycle but now its almost 2 weeks and i still haven't seen and nitrates or nitrites and my ammonia is now zero and i have also have a large diatom bloom all over my rock and sand and i thought that ment the end of a cycle but not sure. There is also small green algae on my glass kinda looks like GHA but is very small anyway do you guys think its time for a cuc or should i wait another few weeks to see if i get some nitrates and nitrites. Heres some pics of the diatoms.

yeah i threw a couple of cheap frags in there from my other tank to see how they would do
 
I hate sand that fine...you do one little thing in your tank and you've got a mess :P .... I don't like crushed coral either...I'm too picky...like a woman....no offense to the women out there....but seriously.....yeah..
 
how do you think it would looks if i removed some then mixed the rest with a larger grain sand
 
yes usually once the brown starts the tank is clear, soon the green will come and then purple (the good stuff) Always test to be sure though.
