Dumb question about t5s

We have some t5 fixtures that are 48" long with the bulbs being ~45" long. When measuring a t5 bulb for example a 48" ATI bulb is the 48" the length of the actual bulb or the fixture it will go into?

A bulb for a 48" T5 fixture should be 45.8" long.
