Feather duster budding?

Ive had these guys since I set up this tank a little over a year ago, theyve grown so much since when I first got them, they used to be the size of a grain of rice. I believe these are Bispira violia, although im not sure. Early on in the tank I belive I had a broadcast spawn where I started seeing them all over the tank, but they can also reproduce through budding/segmentation. They will split their body and produce a clone that will emerge from an offshoot of the tube and eventually disconnect, to my understanding at least.
Anyways does anyone know if this is budding?

There is a little tube emerging alongside the other ones(circled in red). Havent seen a crown emerge from it yet.

I know this a very nerdy and long post but I'm just seeking more information on how this process works and if this what's occurring. Its seems weird to me that a new tube would be this bug considering they all looked like this when I got them.

I just bought 6 feather dusters from KP Aquatics and I planted them all close to each other hoping that they would propagate. I had no idea how that happened which is why I decided to take a look in the invert topic to see if I could learn anything. Thank you for what I learned already @BristleWormHater .
