What does it mean when it does this?

Tenticals are extended and what appears to be it's mouth is wide open

and are they always supposed to be open?

Its a healthy Fungia feeding, u could feed it some mysis

I just fed it 3 hours before those pic's were taken. how often does this thing eat?

That's a very happy fungia!

If you already fed him, then don't worry about it. They honestly don't require food, but they'll very much appreciate it.

well he keeps growing....and now has a baby as well.

What you are looking at is the new baby with the original one growing over the top.
