If ordering a mag test, I'd throw in phosphate too. Under .25 is still a really broad range.

They look like easily removable so i would remove from tank put in a light dip and blow them with baster and see if pests fly off. Then closely inspect(flashlight helps) looking for eggs and pests.
Would it harm it to pull it out and dip it since it’s struggling so bad?

I have a phosphate test. It’s just the api. Should I get salifert?
I would. If nitrate is at 4 and phosphate really at .25 you'd have an imbalance going there.

Well i dont normally like to dip stressed corals but based off the progression you are showing they are goners if they dont turn around. I focus on pests wince you have other corals with similar care requirements you say are thriving. However you can the same thing to inspect without actually using the dip. Just makes it less likely the pests start flying off without a dip to irritate them

Another thing, I just tested my ALK 4 times with salifert test and got different results each time. They’re all between 10-12 which is super high. Was trying to bring up pH but raises the alk too high

Are these pest?

Unfortunately I am not sure. I have never seen anything like that on euphyllia. They look somewhat like eggs(which could indicate a pest), but normally eggs are laid in clusters. Do they move? I would definetely go the route of dipping(a gentle one like revive or potassium chloride). Use a baster and then toothbrush on any non-fleshy areas.

If using a ph booster then your ph may be spiking up and down and as you have found alkalinity increases. That can definetely stress coral. I would stop dosing for ph and just concentrate on all levels. If you want a higher ph focus on co2.

I stopped dosing my pH booster last week due to my Alk being to high. My calcium is still fine. (445-450)
