Help - 10' Canister

I purchase a 10' tall and 2.5 inch canister to use for a 10 inch x 2.5 inch Chloramine filter. When I screw in the top I notice that it doesn't go all the way in, and it leaks - the instructions says to hand tighten only - surprised at that.

It came with a rubber O seal as shown in the diagram, and I"m wondering if I need another O-Ring where I have a question mark? It didn't come with one.

Depends on the profile of male top. Either seals on shoulder of cap or on male flat? Your drawn arrows show two separate seal surfaces and either would work. Individually.
