Hint: we are now in a "USMCA" world. In any case, there's little pressure to change the current system. Local Canadian retailers would love to see the end of transborder shopping, which is huge competition for them; high shipping fees makes their goods more competitive. And customs revenues are increased with ridiculous transborder "handling fees". There was, in fact, a huge debate about increasing the personal importation exemption from $20 to $100 -- this was squarely aimed at eBay customers -- that delayed the last round of talks. Anyone in Canada who's bought a $23 USD item only to have $10 in "import" fees along with a $35 shipping cost thrown on knows what I'm talking about.
