LED color temperature

How does one determine color temperature when mixing blue and white light spectrum. When folks talk about 15k. How is that determined ? I am running reef breeder photon 1s currently at 80% and whites at 23%

guesses usually. or estimates rather.;) controllers on others. Most led have a native color temp at a 1:1 ratio. decreasing the "white" increases the kelvin.
