While your phosphate (your nitrate is just fine) may be a little high the real question is which way is it going. If it is continuing to climb you need to find out why. Too much food or the type of food you are feeding, leeching from rocks, etc. If it is stable I wouldn't worry about it right now. If it is going down insure it doesn't go too low. For a new reef I would try to be around .1 or .2 ppm maybe even a little more. The only real problem it is likely to cause at your levels is the increased chance of unwanted algae. You do not want to be too aggressive as bottoming out your nitrate/phosphate has a tendency to invite worse issues than a little algae (like dinos). A couple of extra water changes should be all you need to lower your levels. Again what your levels are is less important than which way they are trending. Stability is key in a reef tank.
