By any chance did you take PAR readings of your old light to match PAR levels? I've replaced 2 Radion XR30s with 4 RL90s and they are A LOT brighter than the radions. I would think the RL180s would be pretty bright also
Then I'd say start low and work your way up. You might also look at the light spread between the old fixture and the RL180, there may be a very different spread or light field. One thing I do a lot often to reduce the amount of lght hitting the front glass is angle light fixtures to the back at about with a 10°, 15° or 20° angle.
