Upgrading a tank

I recently purchased a 20g tank for $3 at a yard sale and planned on using it as a upgrade for my current 10g. I cleaned the tank with vinegar and already checked for leaks. However I'm wondering if I should replace my sand bed as it is not the nicest looking. I've moved the tank 4 times in the last year which has caused a lot of problems with algae booms and cloudy water randomly. I was hopping by replacing the sand bed and adding the new 10g of water it would help control everything. I was also wondering if scrubbing the live rock and removing some of the algae would be a good idea or not.

I'd love to hear peoples opinion on what I should or shouldn't do.
