Like the title says - what exactly is a tort? Is this a just common name applied to various acros with certain characteristics or is there a scientific distinction?

scientific name, describes the genus and the species I believe. As stated above, acropora tortuosa.

A wide array of corals are often misidentified within the hobby. This is especially true with Acropora and tort, which short for tortuosa, has become a common name for a style of coral more than anything. Pretty unlikely that corals like Cali, and Oregon tort are the same species.
