Diamond Goby is acting weird!

This is my first saltwater fish. I added him on 2-9-19. The tank has him, 1 hermit crab, 1 peppermint shrimp, and 1 feather duster. The tank is 9 weeks into cycling. The last water test on 2-9-19 came back 0 ppm for ammonia, nitrite and nitrate. Hes been eating well and has been super active. He hasn't done this since I took the video. The water temp was a little high (82) so I turned the heater down. I added a power head yesterday and did a 10 gallon water change on wednesday. Salinity is 1.024 and has been stable. No corals currently. And when I do the water changes I use the siphon and have siphoned all accessible sand areas. Any ideas as to why he did this?

What are all your other parameters ?
I'm afraid he won't last much longer
Hes been swimming around and doing normal goby things since I took the video about 3 hours ago. Shifting sand just fine. Salinity is 1.024. I currently dont have a test kid at home. Last test I did was the day I got him. 2-9-19 which was 0 ppm for ammonia, nitrate, and nitrite. He's also redone his main house this evening after I took the video.

Did you get anything used for your tank? Thinking stray voltage.

Possibly flukes
Possibly just sand stuck in his gills

I added a used powerhead. But per the previous owner he didnt realize how underpowered it was for his tank so he didnt use it. It was unexpectedly clean. The goby hasnt done anything weird in the last 3 hours. I just fed him his mysis. And he is eating and acting normal. ???? Not sure what to think. I wont have a way to test the pH, calcium etc until tomorrow when I can take it in and test it and/or buy a kit myself.

He hasn't done it again. We havent figured out why he was doing either. Found out my ammonia had went to 0.25. I did a 6 gallon water change last night. I am going to retest this evening to see if the ammonia is back down. I may have been over feeding so I'm going to cut back on food. If the ammonia doesnt go back down then I will do another 5 to 10 gallon change. But he is being a normal goby and eating just fine now?

I had purchased a pair of black storm clownfish a few weeks ago and have been waiting to being them home from our lfs. Now they will have to stay at the store even longer until we know nothing is wrong with the goby.
