Would this salinity monitor be accurate enough to run hyposalinity?

Personally, I've had problems with that device. I don't know if the issue is with the unit itself, or with the calibration fluid I used, but in the end, I stopped using that device. There seems to be an issue with calibrating these digital devices to a sodium chloride solution versus seawater (which is only about 70% sodium chloride). It may be that the other salts in seawater cause the meter to read incorrectly....
 
Once you reach 1.012 how long does it take for the flukes to drop off compared to dosing Prazi ?

The adult flukes should die off in a day or two, but the unhatched eggs are not harmed by hyposalinity, so you need to keep that going until they hatch, and then the larva are killed. That is at a minimum around 21 days, but I use 30 days just to be safe.
 
I’m looking for an accurate hydrometer and see the Tropic Marin only goes down to 1.021. Do you have a recommendation?
Also it seems hyposalinity is a better option for flukes than Prazi because you don’t need to worry about the timing of the second and third doses and the bacteria eating the Prazi before it can be effective.

Yes - the search for a full range, laboratory hydrometer is a tough nut to crack! The Tropic Marin version *used* to down to 1.000 I have one in my old lab, but something changed in their production. I recently searched for a good lab glass hydrometer with a range of 1.000 to 1.040 and came up empty! (ugh).

Have you used Prazicleanse? I’ve used it but what I’ve done is empty the packets into a gallon of RO water. It seems to dilute without pushing it through a net. I mix it then pour it into the tank. I’ve used the regular Prazi powder before but I wonder if the Prazicleanse is more refined from Fritz. The instructions just say to pour the packets into the water. Each packet contains 190 mg but I have a gram scale if I want a more accurate dose. But again you have to worry about the bacteria rendering the Prazi useless.
