Is this fin rot?

I purchased this flame angel a week ago. It had a little bit of tail fin damage from one of its tank mates. Fish has done good up until Friday. I noticed the damaged fin developed this white layer and has not improved. If anhthing its gotten worse. The fish appears to be breathing fast and it's appetite has declined. I dosed the tank with kanaplex 24 hours ago. Any other suggestions for turning this around?

I believe this is aggression turned to end result- Fin rot. In a separate tank, treat with seachem Neoplex, otherwise Kanaplex.

In the first picture its nape (behind the eyes, on the back) looks REALLY thin. Is that an artifact of how the picture was taken? If not, the angel has a calorie deficit that will hinder any wound repair, also making secondary infection more likely. Then, there would be the issue of what made the fish to become so dangerously thin?
