Radium bulb ballasts

I'm trying to go back to a 250w radium setup... After scoring a couple cheap lumen bright reflectors locally, I then found an old hqi halide fixture that I bought for $80, thinking I can just use the two magnetic ballasts for the radiums.

Well after poking around, I think the ignitor is located inside the fixture instead of the external ballast. So what would be the best way to mount that? Can it go on the outside of the reflector or is that not safe?

Or maybe I'm just wrong about what exactly I have.

Here's pics of the external ballast and of what I think is the ignitor inside the fixture.

The ignitor is in the fixture.
I'm not sure you can install it inside with the coil and capacitor.
It might be because it's a plastic ignitor?
