I have a new ATI fixture with new bulbs running next to my 1 week old ATI fixture with the same bulb combo. The newer fixture is significantly more dim than the older one. Is this normal for new bulbs or not?

New bulbs running for less than an hour.

Yes, as time goes on they will burn in. 100 hours is standard burn in time according to ATI.

In the next day or two you probably won't be able to know a difference visually if you are using the same exact bulb configuration as before.

Only other thing I can think of is make the fan speed the same. Also if fan is broke they go dim. That happened to me didn't notice it at first only that it was dimmer. The bulbs were changed to a green color the next day when I got home.

Want to update everyone and say it was the unit itself that was faulty. The other channel has bright bulbs and when I switched them for each other, the dim bulbs turned bright and what once was bright turned dim. Unit was faulty out of box and I’m getting a return on it.
