I would say no ...really you want the water yoo pass as slow as possible through your refuguim..is my understanding..

I agree. I thought my refugium was accumulating lot of dirt and put a small powerhead; I noticed a decreased growth in the cheato compared to when I didn’t have any flow. Now I just run the powerhead only when I clean the fuge weekly to remove extra gunk.
Unless I have misunderstood the Triton recommendations the method requires high flow.
10 times turn over per hour.
My water volume is approximately 130 gallons.
So the recomended turn over for me is 1300 gallons per hour.
That's through the fuge, not the internal tank flow created by power heads or flow pumps.

The return pump should be capable of providing a minimum flow of 10x the total system volume per hour after taking into account any head loss, taps for reactors etc. This is to ensure that the whole system water is flushed through the sump regularly. Note: too much flow through the sump will reduce the efficiency of the algae bed and the skimmer. TRITON does not recommend the use of UV sterilisers or Ozone as they do not differentiate between good or bad microorganisms.

Yes I know its a controversial set of instruction's as I highlighted the quoted note in green.
But in answer to your question is it recommended by Triton to have a power head in the sump, the answer is: that it is not addressed at all.
I can't see a problem with having one in there.
I have one in my sump to rotate the chaeto so it all gets some light.
