Velvet or Brook please help

At the stage of your fish - both can be 'disastrous'. A Freshwater dip - as previously mentioned - can temporarily help - if it does not kill the fish outright. You said you have a hospital/QT tank - I would put all the fish in there and treat them immediately. I don't know what remedies you have on hand. The treatment for brooklynella is formaldehyde alone - where as velvet is more a copper based treatment. (and not together)
In all likelihood 'yes'. You may also be able to buy formalin (probably) at a local hardware store.

Sadly I do not have any remedies on hand. I really didn't think I would have this issue with the first two fish I added, but of course that's how it goes sometimes. I will run to the hardware store after work and see what I can find. Is the 76 day fallow period the only way to eradicate the disease? How should I proceed with cycling my tank without any fish in it? I'm bummed to say the least.

For brook it’s only 6 weeks if I remember right.
Unfortunately that’s the only way to kill it without risking killing inverts.

Came home today from work and found the clown in question dead. Very sad to see especially with how quick it all happened... Poor guy looks like the parasites ate out his gills. I will continue with treating the other 2 fish and hope for the best. Thank you all for your help.

Sorry to hear. From the pics it looked like it had already progressed to far. Unfortunately for brook and velvet, by the time the characteristic white slime or spots show, it’s often too late.
So sorry to hear it - you did what you could. If you have any other issues with the other fish let us know.!!

Last night I checked the tank before I went to bed and the other two fish were clean and healthy looking. (Clownfish and a lawnmower blenny) This morning I came down to check the tank before work and the other clown had a bunch of gunk sticking out of his gills and he started developing the same white spots as the last ill fated clown. I struck out looking for formalin last night, but I ordered a big jug of ruby reef off of Amazon that will be arriving this evening. I just fear it is already too late for saving this guy too. This has been horrible to watch to happen to them and I feel helpless. I have been in the hobby for a few years now, but this is my first real "big boy" build that I didn't cut any corners on like I have in the past. I wanted to do everything right this time around and this is very discouraging. I even reached out to my LFS where the clowns were purchased to get his input, but based on his responses he seems to be behind on the times a bit.

Freshwater dip will only offer temporary relief from the mucus. This fish was in an accelerated stage and likely this became a secondary bacterial infection and nothing much at this point you could have done without a fight.
Sorry for the loss. Often this occurs in wild caught clowns. When shopping for clowns, ask store if they are wild caught or tank raised.
