Current 1/15hp chiller question

I may be looking at a used one but don't know what to look for and how to make sure it works because it's not set up. Any pointers?

make sure you run it before purchase with it attached to a pump. when runnig put your hands on the exterior coils to see if they are warmer than the surrounding area.
