tumbling chaeto ???????

Is it necessary to have chaeto tumbling when it's in a refugium ?

I don't think so, mine doesn't tumble and its growing like crazy. I think your lighting and water parameters are far more important, but just my two cents. o_O

Following. Mine is just sitting in a small basket. Very little current. I also have miracle mud in an open sump so I cant put a flow in there.
